[Lnc-business] Email Ballot 2018-17 - SET EMAIL BALLOT ENDING TIME

FYI, there is no rule making it the witching hour.  It has been the
Secretary's discretion - just an FYI (a separate motion to set it at
midnight would need to be required to make that mandatory)
