[Lnc-business] Change being made to Vote Tally Sheet

Hello everyone, I have been reviewing Dr. Lark's practices when he was
Secretary pro tem and really liked some additional detail he gave
(such as time and date when each vote was cast) - in order to
incorporate this into the Vote Tally Sheet that I implemented, I will
have the "X" vote notation be a hotlink to the email where the vote
was cast for easy verifications.

I also added a line of when I last updated the tally so you know how
current it is.
