[Lnc-business] draft convention minutes

Attached are my draft convention minutes.

Staff, when you get a chance to do so, please post these to the website
(with the posting title indicating their "draft" status), as our bylaws
require a public posting period before the LNC could consider adopting them.

We do NOT have any auto-approval process for convention minutes, but the
bylaws empower the LNC to approve them with a vote.

Since we're doing the other at-large audit just prior to our Phoenix
meeting, it makes sense to wait until that meeting before we take up any
approval vote.  That means you have almost a month to send me any requests
for changes to my draft.
