Attached please find the latest draft minutes for the last meeting
incorporating all feedback received so far received both on the list and by
private email.
This version contains other improvements as well:
All the appendixes are included and are within the document structure
itself so that every page has a consistent header and footer and the
appendixes are included in the table of contents (which itself is a new
addition not included in past minutes - when finalized I will make the
table of contents "hot-linked" in the pdf so that any member can just click
in the TOC and go right to the page - similarly to the upgrade I did with
the Policy Manual.)
Anticipating the LNC might want to include hand vote totals (though
certainly not required by RONR) I have also attached an alternate version
(version 3A) that includes that information. This information was not
captured by me during the meeting and thus I do prefer NOT including it in
these minutes but making it a practice for future minutes if that is what
the LNC wishes. Note that although Ms. Mattson noted that my amendment to
add "statement of principles" to the employment manual amendment discussion
passed by a show of hands 13-0 in reviewing the recording it was without
objection - no vote taken.
I had included them in my December minutes when I was acting pro tem but
received feedback from former secretaries and LNC members that this
information was not required and since it wasn't included for every hand
vote that it created a consistency issue and a question why not noted for
each vote and did not include in my July minutes. If the LNC wishes these
to be included in the future, it is my position it needs for be done for
every hand raise vote and not just here and there.
A suggestion was made that this is some anti-transparency position that I
inconsistently hold (and I wish good intentions would be presumed rather
than bad), but it is not since numbers alone is not transparent - a roll
call vote is and any member can ask for that at any time. It is the same
reason that we do not grill members on "without objection" to determine if
that means actual affirmative consent or passive consent.
These past few days have been frustrating as it seems the minutes have
become a political game. I would hope this is the last time (I hoped last
time was). It is not serving anyone and is incredibly childish to
observers. We are all professionals and all know how to excellently
perform our jobs.
I solicit feedback on this version prior to the meeting so that we are not
using valuable meeting time on administrative tasks. The next set will be
submitted ahead of the auto-approval date absent an unexpected medical
situation- which unfortunately I cannot control.
If anyone would like to be involved in the preparation or pre-review, I am
more than glad to include you. I already utilize the wisdom and experience
of former secretary Joe Dehn and former vice chair Chuck Moulton in my
preparation process.
