Joshua, I agree with your understanding that a seconder is different than a
mover, and it is only the mover who is prohibited from speaking against
their own motion. I haven't taken the time to find the citation in RONR,
but I believe it specifically makes the point that seconding a motion
should not be interpreted as necessarily supporting the motion, as one may
second it just because they think it needs to be discussed. On email
ballots, I'd say the first cosponsor is the mover, and the others are
playing the role of seconders.
