[Lnc-business] Caryn Ann Harlos fundraising and membership recruitment

I have no issue with Caryn Ann's traveling expenses being covered as 
long as the Party see's an appreciable ROI in terms of membership. A 
formal motion may be in order to get a sense of the body and encourage 
further discussion. If we see a regression in cost over benefit, I would 
encourage Wes to track and alert the body so we may make a decision 
whether or not to continue.
