[Lnc-business] Membership Recruitment

Justin, my objection wasn't "who" is doing recruiting.  I wrote to Caryn 
Ann that it's great she's recruiting!

But, when there's a person running an internal campaign, to have them be 
given swag by LPHQ for free gifts to recruits, it creates an advantage 
for that candidate.  The same way that a public office candidate would 
have an advantage if being given free gifts to give to people while out 
campaigning.  It's the time period that's the issue, not the action.  We 
in the LP wouldn't want to see public office candidates be given 
preferential opportunities while running for office, well neither should 
be want our internal candidates to be given that.
