[Lnc-business] Draft Proposal for Feedback: Outreach Committee

Would the following address concerns?

- Committee size of 7, members may or may not be LNC members
- Instead of appointing an ambassador/representative they nominate by a majority vote. Those nominated go to the LNC who will then vote to make the appointment.
- Secretary of the Committee must submit meeting report to the LNC within 7 days of each meeting.
