Hi all - It's Jeremy, Sen. Ebke's campaign manager again. Sorry to throw a wrench into the discussion, but I had a really phenomenal idea I want to share with you all while you're considering this proposal.
I spoke to David Demarest about what he wrote you yesterday before talking to Apollo about his concrete plans to bring a field team of 6-10 to Nebraska May 1-15. After that discussion, Senator Ebke and I had a thought for you to consider.
The biggest need in this campaign is tapping field work volunteers - knocking on doors, and boots-on-ground bodies to complete operational plans and distribute materials, etc. We have gotten beat on this front by opponents since Sen. Ebke has been in session all year. Additionally, the majority of our able body committed volunteers live in Omaha (2 hours away) or Lincoln (1-1.5 hours away). The Omaha and Lincoln LP guys are great, but they are a little green and inexperienced, and with the drive time, their ability to spend large amounts of time on the ground effectively is very limited. This long distance means we only get volunteers in small windows on weekends, and even that can be sketchy (big blizzard is happening this weekend, for example)
I spoke with Sen. Ebke late last night about Apollo's plan and field team. We both believe this is most AMAZING thing the LP can offer us, and means so much more to the campaign than a check.
Here's what I'd like you to consider: We would certainly love $5k cash to help pay for materials and postage right now. But we would encourage you to consider investing additional money into Sen. Ebke's race through Apollo's field plan. Give him a really great discretionary budget that will allow him to rent a couple of vehicles, possibly rent another Air bnb in the district that in addition can house some of our Omaha LP guys when they come to volunteer for several days instead of having to spend time on the road. I also want to pair up some of our green LP volunteers with these experienced campaigners from Apollo's team, which will provide great training for them, and content for the LP in your membership emails and organization updates. Apollo and I also want to tap into the 193 Libertarians in LD32 (only 50 of them voted in the '16 General, and I'm convinced most of them don't have a clue how important Ebke's race is to the national LP, because nobody's told them yet) as well as the 400 Libertarians in surrounding counties that we can attempt to activate. The NELP is committed to working towards finding new county chairs for new LP groups in our state, and we can definitely use this campaign as momentum to accomplish that. I'm very confident I can work well with Apollo to coordinate the details of adding to our bare-bones field plan to really make it something that produces incredible results not just for the Ebke campaign, but also using the campaign as leverage to encourage and excite local Libertarians, and create some really cool interest content for the LP.
Although I'm not a member of your board, I thought it was important that you hear it straight from Sen. Ebke and myself: A dream-scenario for us is to receive a $5,000 donation now, and for you to set a very well-funded additional discretionary account for LP expenditures for Apollo's field plan ($5-10k here would be a total winner!). I can promise you that I will closely work with Apollo to absolutely spend this money wisely and creatively consider the double-bang for the buck to not only see success with Sen. Ebke's campaign, but also to building and supporting the LP.

I met with Jeremy Jensen, Laura’s campaign manager, this afternoon in Omaha. Jeremy recommended that a $5,000 would be best for now (as soon as possible) to characterize Laura’s campaign as funded by small grass-roots donors in contrast with her opponent’s much larger contributions from well-heeled patrons, including his well-known political sponsor. After the primary, Jeremy suggests that $2,500 be approved by the LNC for use at the discretion of Wes for handwritten postcards or notes to be mailed just to Libertarians in Laura’s district. Those Libertarians could make the difference and could be tapped as volunteers for Laura’s post-primary campaign. If the LP does not already have the District 32 Libertarian list, Jeremy can provide the list, sample postcards, and sample scripts for use by the LNC and paid staff. Nebraska volunteers have produced an astounding number of hand-written postcards to be mailed next week to a broader range of District 32 voters in preparation for the May 15th primary. Making Laura the clear leader in the top-two non-partisan primary could make a huge difference in the November election.
Jeremy also suggested, if the LNC agrees that it would be appropriate and within budget constraints, an additional $10,000 contribution at the end of November that would be useful for a last-minute publicity blast. The additional $2,500 and $10,000 could be rolled into my current motion or into separate motions for later approval. I am comfortable with either approach although approving the $2,500 now would allow Wes and his staff to get a jump start on the District 32 Libertarian outreach effort. Even if $5,000 is determined to be the legal limit for direct contributions, as suggested by Mr. O’Donnell, the $2,500 for indirect campaign support should not be an issue. Thoughts?

Jared Hall had shared with me some of the Ebke campaign budget the other night, and it's very tight and frugal. They're doing a lot, with a little money. Also, noted that is that 5K sooner, rather than later, (even is speculatively a larger amount) would be immediately beneficial. I'd be in-favor of expediting 5K to Laura Ebke's campaign. If more money is able to be given later, we can address that later in her campaign.
It was explained to me that the this May 15th primary is crucial, as the top-two candidates move on, and there are three people running. Laura Ebke needs to be one of the top-two who make it out the primary heat. Money asap would be most helpful.

Anything over a $5k donation now will potentially be used against senator ebke in the general election as a "bought and paid for by the LP" message from the Governor's consultant (I know how she works from her previous strategies). Earmarking any additional donation from the LP in late Oct or Nov would be wonderful. This is best case scenario for us, as we believe $5k is not enough for the Republican candidates to make a big fuss about, but an amount that means a great deal to us. I can promise you that we will take great monetary fiscal care of any donation that is made. Anyone on this email is welcome to call me at 402-610-2159 with any specific questions regarding budgeting, getting a campaign update, or understanding our needs for this donation and exactly how we will very wisely invest it to receive a return.

I like the motion but personally think she deserves more than 5k. I realize we have kind of set a precedent of giving 5k to everyone, but Ebke is certainly not just anyone. The CSC is finalizing our proposal for contribution guidelines for presentation at the Denver LNC meeting but I can pretty much assure members that Laura Ebke far exceeds our proposal.

Everyone is well aware of Laura's ability to fundraise for her campaign. However, with all that we still have to accomplish before the primary election, we are asking for a donation from the LNC. This will help ensure the printing of variable by-county door hangers for the rural counties that will include localized messages; help cover the cost of postage expenditures; 16 newspaper ads in the 9 papers in the district; a radio ad; food and other costs for our volunteers at our campaign events, including canvassing and phone banking; booths at county fairs during the upcoming season; and even covering the costs of paid staff, the CRM, data needs, and walking and call apps.
As a point of emphasis, Laura is the incumbent in this election, but Republican Governor Pete Ricketts is a billionaire whose family owns TD Ameritrade and the Chicago Cubs. His personal vendetta for Laura even before she became a Libertarian is well-known. This has led to him hand picking her her main opponent, a well-funded Republican, who is attacking Senator Ebke for her party affiliation.
There is also a third candidate in this race – another Republican who is supported by the local agriculture community.
As Nebraska's Unicameral is non-partisan, so too is the election. This means that only the top two in the election results will move on to the General Election in November. It is paramount that we all chip in to ensure a Libertarian victory, as this can be only the beginning!

Hi all - It's Jeremy, Sen. Ebke's campaign manager again. Sorry to
throw a wrench into the discussion, but I had a really phenomenal idea
I want to share with you all while you're considering this proposal.
I spoke to David Demarest about what he wrote you yesterday before
talking to Apollo about his concrete plans to bring a field team of
6-10 to Nebraska May 1-15. After that discussion, Senator Ebke and I
had a thought for you to consider.
The biggest need in this campaign is tapping field work volunteers -
knocking on doors, and boots-on-ground bodies to complete operational
plans and distribute materials, etc. We have gotten beat on this front
by opponents since Sen. Ebke has been in session all year.
Additionally, the majority of our able body committed volunteers live
in Omaha (2 hours away) or Lincoln (1-1.5 hours away). The Omaha and
Lincoln LP guys are great, but they are a little green and
inexperienced, and with the drive time, their ability to spend large
amounts of time on the ground effectively is very limited. This long
distance means we only get volunteers in small windows on weekends, and
even that can be sketchy (big blizzard is happening this weekend, for
example)
I spoke with Sen. Ebke late last night about Apollo's plan and field
team. We both believe this is most AMAZING thing the LP can offer us,
and means so much more to the campaign than a check.
Here's what I'd like you to consider: We would certainly love $5k cash
to help pay for materials and postage right now. But we would
encourage you to consider investing additional money into Sen. Ebke's
race through Apollo's field plan. Give him a really great
discretionary budget that will allow him to rent a couple of vehicles,
possibly rent another Air bnb in the district that in addition can
house some of our Omaha LP guys when they come to volunteer for several
days instead of having to spend time on the road. I also want to pair
up some of our green LP volunteers with these experienced campaigners
from Apollo's team, which will provide great training for them, and
content for the LP in your membership emails and organization updates.
Apollo and I also want to tap into the 193 Libertarians in LD32 (only
50 of them voted in the '16 General, and I'm convinced most of them
don't have a clue how important Ebke's race is to the national LP,
because nobody's told them yet) as well as the 400 Libertarians in
surrounding counties that we can attempt to activate. The NELP is
committed to working towards finding new county chairs for new LP
groups in our state, and we can definitely use this campaign as
momentum to accomplish that. I'm very confident I can work well with
Apollo to coordinate the details of adding to our bare-bones field plan
to really make it something that produces incredible results not just
for the Ebke campaign, but also using the campaign as leverage to
encourage and excite local Libertarians, and create some really cool
interest content for the LP.
Although I'm not a member of your board, I thought it was important
that you hear it straight from Sen. Ebke and myself: A dream-scenario
for us is to receive a $5,000 donation now, and for you to set a very
well-funded additional discretionary account for LP expenditures for
Apollo's field plan ($5-10k here would be a total winner!). I can
promise you that I will closely work with Apollo to absolutely spend
this money wisely and creatively consider the double-bang for the
buck to not only see success with Sen. Ebke's campaign, but also to
building and supporting the LP.

I met with Jeremy Jensen, Laura’s campaign manager, this afternoon in
Omaha. Jeremy recommended that a $5,000 would be best for now (as soon
as possible) to characterize Laura’s campaign as funded by small
grass-roots donors in contrast with her opponent’s much larger
contributions from well-heeled patrons, including his well-known
political sponsor. After the primary, Jeremy suggests that $2,500 be
approved by the LNC for use at the discretion of Wes for handwritten
postcards or notes to be mailed just to Libertarians in Laura’s
district. Those Libertarians could make the difference and could be
tapped as volunteers for Laura’s post-primary campaign. If the LP does
not already have the District 32 Libertarian list, Jeremy can provide
the list, sample postcards, and sample scripts for use by the LNC and
paid staff. Nebraska volunteers have produced an astounding number of
hand-written postcards to be mailed next week to a broader range of
District 32 voters in preparation for the May 15^th primary. Making
Laura the clear leader in the top-two non-partisan primary could make a
huge difference in the November election.
Jeremy also suggested, if the LNC agrees that it would be appropriate
and within budget constraints, an additional $10,000 contribution at
the end of November that would be useful for a last-minute publicity
blast. The additional $2,500 and $10,000 could be rolled into my
current motion or into separate motions for later approval. I am
comfortable with either approach although approving the $2,500 now
would allow Wes and his staff to get a jump start on the District 32
Libertarian outreach effort. Even if $5,000 is determined to be the
legal limit for direct contributions, as suggested by Mr. O’Donnell,
the $2,500 for indirect campaign support should not be an issue.

This is best case scenario for us, as we believe $5k is not enough
for the Republican candidates to make a big fuss about, but an amount
that means a great deal to us. I can promise you that we will take
great monetary fiscal care of any donation that is made. Anyone on

understanding our needs for this donation and exactly how we will very

Primary on May 15.
Senator Ebke has built a great team of qualified staff (most are

officials to cordially discuss issues and policy.
Everyone is well aware of Laura's ability to fundraise for her
campaign. However, with all that we still have to accomplish before
the primary election, we are asking for a donation from the LNC.
This will help ensure the printing of variable by-county door
hangers for the rural counties that will include localized messages;
help cover the cost of postage expenditures; 16 newspaper ads in the
9 papers in the district; a radio ad; food and other costs for our
volunteers at our campaign events, including canvassing and phone
banking; booths at county fairs during the upcoming season; and even
covering the costs of paid staff, the CRM, data needs, and walking
and call apps.
As a point of emphasis, Laura is the incumbent in this election, but
Republican Governor Pete Ricketts is a billionaire whose family owns
TD Ameritrade and the Chicago Cubs. His personal vendetta for Laura
even before she became a Libertarian is well-known. This has led to
him hand picking her her main opponent, a well-funded Republican,
who is attacking Senator Ebke for her party affiliation.
There is also a third candidate in this race – another Republican
who is supported by the local agriculture community.
As Nebraska's Unicameral is non-partisan, so too is the election.
This means that only the top two in the election results will move
on to the General Election in November. It is paramount that we all
chip in to ensure a Libertarian victory, as this can be only the
beginning!
