      Many states have "limits" on contributions.  Nebraska does not

     have any

      limits at all for state races.  So, in theory, the LP could donate
     as

      much as they want to Sen Ebke's campaign, unless there is some

   federal

      law that prohibits an organization like the LP to do so.  (I very

      highly doubt this, as I know the RNC is constnatly giving big

      contributions into Nebraska and other states with no "limits" on

      contributions).

      I met with Jeremy Jensen, Laura's campaign manager, this afternoon
     in

      Omaha. Jeremy recommended that a $5,000 would be best for now (as

   soon

      as possible) to characterize Laura's campaign as funded by small

      grass-roots donors in contrast with her opponent's much larger

      contributions from well-heeled patrons, including his well-known

      political sponsor. After the primary, Jeremy suggests that $2,500
     be

      approved by the LNC for use at the discretion of Wes for
     handwritten

      postcards or notes to be mailed just to Libertarians in Laura's

      district. Those Libertarians could make the difference and could be

      tapped as volunteers for Laura's post-primary campaign. If the LP

   does

      not already have the District 32 Libertarian list, Jeremy can
     provide

      the list, sample postcards, and sample scripts for use by the LNC
     and

      paid staff. Nebraska volunteers have produced an astounding number
     of

      hand-written postcards to be mailed next week to a broader range of

      District 32 voters in preparation for the May 15^th primary. Making

      Laura the clear leader in the top-two non-partisan primary could

     make a

      huge difference in the November election.

      Jeremy also suggested, if the LNC agrees that it would be
     appropriate

      and within budget constraints, an additional $10,000 contribution
     at

      the end of November that would be useful for a last-minute
     publicity

      blast. The additional $2,500 and $10,000 could be rolled into my

      current motion or into separate motions for later approval. I am

      comfortable with either approach although approving the $2,500 now

      would allow Wes and his staff to get a jump start on the District
     32

      Libertarian outreach effort. Even if $5,000 is determined to be the

      legal limit for direct contributions, as suggested by Mr.
     O'Donnell,

      the $2,500 for indirect campaign support should not be an issue.

        Everyone is well aware of Laura's ability to fundraise for her

        the primary election, we are asking for a donation from the LNC.

        This will help ensure the printing of variable by-county door

        hangers for the rural counties that will include localized

   messages;

        help cover the cost of postage expenditures; 16 newspaper ads in

   the

        9 papers in the district; a radio ad; food and other costs for
     our

        volunteers at our campaign events, including canvassing and phone

        banking; booths at county fairs during the upcoming season; and

   even

        covering the costs of paid staff, the CRM, data needs, and
     walking

        and call apps.

        As a point of emphasis, Laura is the incumbent in this election,

   but

        Republican Governor Pete Ricketts is a billionaire whose family

   owns

        TD Ameritrade and the Chicago Cubs. His personal vendetta for
     Laura

        even before she became a Libertarian is well-known. This has led
     to

        him hand picking her her main opponent, a well-funded Republican,

        who is attacking Senator Ebke for her party affiliation.

        There is also a third candidate in this race - another Republican

        who is supported by the local agriculture community.

        As Nebraska's Unicameral is non-partisan, so too is the election.

        This means that only the top two in the election results will
     move

        on to the General Election in November. It is paramount that we
     all

        chip in to ensure a Libertarian victory, as this can be only the

        beginning!
