[Lnc-business] draft minutes of 04/21/18 LNC session

There might be an error in the report of the Blockchain Committee
appointment vote.  I wasn't there, but I don't think the Russian hacking
happened.

Additionally, in the creation of that committee, "Goldstein moved to
postpone indefinitely" should have a "Mr." added at the beginning.
