Joshua I thought so too, but a strict reading of the Bylaws does not say
that- I think the intent was to say that (just like I think the intent is
for different people to hold the various seats) but it does not strictly
say that.

On the topic of a bylaw change, I am open to suggestions, but it
is not
immediately apparent to me how you'd prevent this circumstance.
Of
course, there's an obvious way, but the effect would be to limit
state
appointments, since the LNC generally appoints first. The LNC
appointed, if I remember correctly, one alternate to the Platform
Committee. It could appoint 20, and a bylaw limiting the state
appointments would mean that the LNC could simply choose 20
people and
make them ineligible for state appointments. The other way to do
it is
to let the states do as they want, but if the states choose a
person,
it bumps that person out of the LNC appointment. That prevents
LNC
mischief, but opens the door to state mischief. If anyone has an
idea
that avoids those issues, I'd be happy to hear it, though.

While I certainly understand that no bylaws are violated, I don't

we would have precedent set to make sure that if someone did, we

I would also recommend that we also discuss with the Bylaws

leaving
a
vacancy on the LNC appointments. It seems to me
that
then
Mr.
Starr
would then move into that spot and it seems everyone
agrees on
that,
but this results in Mr. Starr in effect holding two
primary
appointments, that of LNC and that of California.
This
can
affect
voting, gives a potential strategic advantage to Mr.
Starr, and
leaves
the current California alternate unsure if she is
now
the
primary
or
not. She has not communicated that to me this is my
own
independent
observation (she is a difficult position as she is
now
the
LPCA
Chair). Mr. Starr has informed me that he has not
vacated any
seat
and thus holds the two positions. The Committee has
decided
that
there
is nothing in RONR or our Bylaws that prevents this
situation.
At this point, it is in the purview of the
appointing
bodies
(the
LNC
and California) to decide if they wish to ask,
require
a
choice,
leave
things be, or some other option available to them.
I
am
cc'ing
this
information to the California Chair Ms. Robson to
forward
to her
EC if
she wishes.
If there is any change please let me know.
