[Lnc-business] Fwd: Judicial Committee Decision in 2016 on Filling Vacancies

This year, given that no one received a majority of the votes, we would 
have no JC until 2022 if we use this method of filling the vacancies, as 
Mr. Goldstein has indicated.  Personally, I support Mr. 
Bishop-Henchman's proposal to acknowledge the top seven in the election 
as the JC.  This is generally the feedback I am receiving from Region 4 
delegates as well.  Thanks!
