[Lnc-business] Email Ballot 2018-10: Change Date of September LNC Meeting

I know that Jeff Hewitt stayed in NOLA for a few extra days and he may 
be travelling and may not get to this vote, so I will go ahead and vote 
for Region 4 (acknowledging that if Mr. Hewitt votes my vote will not
