[Lnc-business] Email Ballot 2018-12: INDEPENDENT AUDIT OF AT-LARGE VOTE RESULTS

The generous interpretation still needs to fit within the confines of what
can reasonably be called 7 days.  We could be even more generous and say
that it starts on Eastern time but ends on Hawaiian time, but that doesn't
fit within the logic of what I wrote about how to interpret x "days".  That
was about whether it means to the precise minute that the motion was sent
out, or whether it's a calendar day, etc.
