[Lnc-business] Seeking Co-Sponsors: Retention & Outreach Committee

If others don’t like this aspect I can repost the Blockchain Committee motion with the original LNC appointment structure. I’ll await more feedback from the body whether that is desired or not.
I don’t see any reason I’ll be reusing this structure going forward as these are the only two committees I saw a need to propose.
