[Lnc-business] Seeking co-sponsors: ELECTRONIC BALLOT TIME END

Clarity and conformity across secretaries.  Further the more I think on it,
eastern is the standard used for nearly everything.  I am not particularly
a fan of the noon deadline and prefer midnight since most people are not at
work at that time and noon allows a vote flip on a close race with someone
not being to vote in time to counter because they are at work.
