[Lnc-business] Email Ballot 2018-14: CREATE AD HOC BLOCKCHAIN COMMITTEE

This motion specifies how an interim chair is selected, but not how a
permanent chair is selected. The default under RONR when no provision is
made to identify a committee chair, is that the first person named to the
committee is the chair. That's probably not what you had in mind.
New members are likely anxious to feel like we're doing something right out
of the gate, but at the moment, everything feels like it's a race to get
the co-sponsors for the idea without really spending much time perfecting
the nuances of the policy. Email ballots can't be amended, so if you can
float something for a bit in advance to allow other people to identify
holes first, it can save us some the trouble of having to go back for a
second email ballot to fix it later.
