[Lnc-business] Fwd: Judicial Committee motions

It doesn't require 50% response. Just like with an email ballot, everyone
is presumed to be "present" thus a quorum. It would be 50% *of those
responding* to pass.

I am content to let the former JC's solution ride with no further
action
by the LNC since we have no authority
