Joe, the magical thing about midnight is that it is the end of one calendar
day and the start of another.

We're always going to be conducting business in the middle of each night
during the 7-day period.  People do not have to wait until the end to cast
a vote.  They can vote at 6 a.m., so long as it's within the 7-day period.
The Secretary is not required to assemble and transmit the results in the
middle of the night.  The Secretary does that at her convenience (morning,
noon, or night) within a reasonable period after the end of the ballot.
