Richard,

The Chair will put out a request for agenda items about a week or so 
before the meeting.  At that time it would
be appropriate for you to ask that this topic be added and to suggest a 
time allotment for the discussion.  If
you have an motion to present then you should formulate it and submit it 
to the Secretary at the same time so it
meets the Motion With Previous Notice requirement.
