[Lnc-business] seeking co-sponsors for updating policy manual cross-references

I hadn't sent the Policy Manual earlier because I wanted to complete my
review of the endnotes for the cross-reference updates first.  Now that
I've finished that, the action to update them is happening through an LNC
vote during this term, plus there's another email ballot underway for
another change, so it makes to go ahead and transfer the policy manual in
time for you to process those two changes.
