[Lnc-business] Using electronic voting at LNC meetings for elections

It’s a fantastic program.  And will allow us to efficiently use ranked
choice.  The only draw back is that right now it’s secret ballots.

We can also use it in combination with paper ballots - do RCV on paper
ballots and have the tellers input into OpaVote to calculate.
