[Lnc-business] Policy Manual 1.04 -Email Ballots

Language seems pretty clear to me. Says that ballots shall not have 
accompanying argument. So going forward, I say we just do a separate 
thread. That solves the issue. It doesn't need any additional language 
to it to clarify. I think if we try to debate stylistic changes to this, 
it will eat up a lot of time over an issue that doesn't really affect 
anything. If we simply do two threads, there ends up being self 
regulation on the issue and can't contradict the policy.
