[Lnc-business] Policy Manual 1.04 -Email Ballots

Well here are the facts:

Last term Alicia allowed debate and gave instructions how to vote clearly
and Alicia does not do things purposefully outside the rules so that rule
is not so clear.

If left to me, I am going to continue that practice.

We either need to amend the PM or someone needs to raise a point of order
to the chair for his determination.
