[Lnc-business] Policy Manual 1.04 -Email Ballots

Before there were electronic mail ballots, there were mail ballots -- as in
USPS, snail-mail ballots.  This policy was written for a scenario when the
Secretary might need to put a stamp on an envelope and send a piece of mail
to each LNC member.  In that situation, the piece of mail that was sent was
not to include arguments for/against the motion.  There was nothing to
preclude members from phoning each other, or emailing each other as more
LNC members got email accounts, to argue for or against a motion.

Whenever email ballots came along, the policy just slapped "electronic"
into the existing wording as an easy fix, though it doesn't really have the
same impact in the age of email.

The parallel application is just that when the Secretary sends out the
email which starts the process, that email message should not contain
debate.
