Just to be clear, one way or another I hope to get it moved to the beginning of the 2020 convention rather than the end or waiting until 2022, so that it can be done and have a fully functioning JC for anything that may come up during the convention.

Unless the 2020 Convention takes care of the problem, yes.
That solves the problem that we - through our chair - inadvertently (but still grievously) caused.
The delegates can take it up in 2020
