[Lnc-business] Proposed budget change motion seeking co-sponsors

Richard, 

We are way under budget this year for ballot access since we didn't
proceed with the TN effort.  We do need the added funds in Candidate
Support to pay salaries and for a couple special projects kicking off in
a few weeks to support legislative campaigns.
