[Lnc-business] Email Ballot 2018-20: AMEND BUDGET

Considering the very large deficit budget, being at break-even is quite an
accomplishment and I would think should be the basic idea behind any budget
(if put-asides for needed reserves or other upcoming special expenses are
part of the budget).

It is my recollection in December (and we can go back to the recording)
that the new staff was not fully funded and that a budget line shift such
as this was anticipated and would be the time we could re-evaluate those
programs if needed (which is what Alicia is doing).
