    Question on this. I am reading that this is 0 real change to the budget? At the end we still make 10k more than we spent? 
If that is the case I will co sponsor as it has zero substantive affect.  Though I am curious as to how 100k more in revenue results in a net zero change in profit in that scenario that could be discussed elsewhere.
