I would encourage release.  Though I would also not object to a small fee to download, a dollar to 5 is affordable and would help recover some cost.

Dear LNC:

We have over 700 beautiful high quality photos from the 2018 convention 
taken by our professional photographer.

We had a similar set of high quality photos from our 2016 Convention 
that staff kept tight control over, mostly using for official national 
publications.

It's a trade-off between keeping them for staff's use with limited 
publication versus making them widely available for the grassroots to 
disseminate organically, perhaps with candidates and activists using 
photos of themselves in campaign or state and local affiliate 
publications. Distributing widely might be more publicity than some 
individuals want, and perhaps some would be used in unflattering memes.

I had this discussion with the Convention Oversight Committee and I 
don't recall any individuals opposed to releasing all of the photos to 
the public, with the exception of a handful that will be removed for 
various reasons.

A few staff members suggested we charge a fee for each photo that is 
downloaded, but I don't think that's a good idea. I'd like to have every 
Libertarian share and distribute these photos widely, and use them on 
their brochures and things to increase the image of the party.

We published a notice that photos would be taken on our publications.

Attached are 27 examples in low-res format. I'd like to release all 700, 
but I'm going to give a brief opportunity for feedback from the LNC and 
any others who might monitor this email list.

Another alternative could be for a team to tag all the individuals in 
the photos and then someone send the photos directly to the individual, 
but that's a pretty huge task to organize.

In any case, I think you get the picture.
