[Lnc-business] Discussions of Goals and Funding

Hi Alex,

My own state affiliate (LPIN) is doing something like this, and is doing 
the prep now. With a statewide campaign where institutional knowledge is 
being gathered, training to take place across the state for candidates 
that're interested, and the information to be curated and used for the 
next cycle of campaigns. (LPIN has a paid professional helping with 
this.)

There's also discussion of my region doing a region-wide political 
training that could be shared.

With that said, I like the idea of LP national offering something to the 
state affiliates is good.  Before I answer "Affirmative", I'd want to 
know more about what's proposed, the who, what, and experience levels, 
etc.
