[Lnc-business] notice of motions

I note several things:
1. Absolutely agree. I opposed that change and still do.
2. Just an FYI, as author of the motion I purposefully did not include an
end date- so that is not correcting any oversight. Of course we may now
want to change that - I just wanted to be clear that this was not pro forma.
3. Good catch.
4. I am not convinced the Neale procedure is completely flawed but agree
that having some old mandate is odd - if we want to adopt it or something
like it, it should be in the Policy Manual. This is notice that I intend
on introducing amendments to the PM in this section to clarify the
procedure.
I note that there actually was not an issue with timing raised by staff -
it was revealed to be a misunderstanding on the part of staff.
