[Lnc-business] notice of motions

I note several things:

1. Absolutely agree. I opposed that change and still do.

2. Just an FYI, as author of the motion I purposefully did not include an
end date- so that is not correcting any oversight. Of course we may now
want to change that - I just wanted to be clear that this was not pro forma.

3. Good catch.

4. I am not convinced the Neale procedure is completely flawed but agree
that having some old mandate is odd - if we want to adopt it or something
like it, it should be in the Policy Manual. This is notice that I intend
on introducing amendments to the PM in this section to clarify the
procedure.

I note that there actually was not an issue with timing raised by staff -
it was revealed to be a misunderstanding on the part of staff.

I'm giving previous notice for the four attached motions and
     requesting
        agenda items for each.
        1. Restore LNC review of director contracts - This provision had
     been
in the policy manual for quite some time. During the 6/30/18
pre-convention LNC meeting, to avoid a one-day delay in the
     effective
date of a proposed contract, it was deleted from our policy
     manual.
However, it is a good policy. It was put there for good reason
     so that
the LNC could have time to object and act, should a proposed
     contract
obligate us to absurd financial commitments, and the policy
     should be
        restored for future contract decisions.
        2. Apply ending date to email ballot 2018-19 - I brought up the
     need
for this amendment while the email ballot was underway.
        3. Provide for Blockchain Committee permanent chair - The motion
     we
adopted provided only for an interim chair for this committee,
     but said
nothing of how a permanent chair would be chosen.
        4. Rescind Geoff Neale rule for APRC - This one is a little more
complex, and I will provide further explanation before we vote on
this. The LNC Policy Manual has established some operational
     rules for
the APRC (also attached for convenience). During the 2012-2014
     term
when Geoff Neale was chair, he issued a directive to staff that
     changed
the way the APRC operates. This rule is still in effect and
     still
influences how the APRC functions. I think it creates a number
     of
serious problems, sometimes releasing publications too quickly,
     and
sometimes holding them up for too long. My motion is for the LNC
     to
rescind the Geoff Neale rule (not the one in the policy manual).
Chair's directives to staff are subject to the policies and
     directives
of the LNC, per our bylaws, so it is within our purview to
     rescind
        this.
You may recall that this came up during our brief post-convention
meeting on 7/3/18 in New Orleans. A staff member raised an issue
     with
        delays on time-sensitive-subject publications. Mr.
     Bishop-Henchman
expressed that he and I had experienced inordinate delay in
     getting the
survey out for the Bylaws and Rules Committee.
I actually had made a motion to rescind this provision during the
     prior
term, at the August 2017 LNC meeting. After there was a
     suggestion
that staff might have other undocumented rules that we'd need to
     also
consider, the LNC chose to postpone the agenda item
     indefinitely. No
such additional rules were ever forwarded to the LNC, only this.
     I
requested an agenda item for the December 2017 meeting, but then
     my
flight to that meeting was canceled due to weather conditions,
     and the
LNC again punted the agenda item in my absence. The April 2018
     meeting
was during an incredibly busy time for me, and I didn't request
     an
agenda item for it. We have never gone back an finished this
     subject.
