I've been deciding what gets added to https://lpstore.org/
I'm not aware of the process being circumvented. : )
Quite often me, or other staff members (primarily Lauren) have had our
graphic designer submit designs for us to consider and we choose from a
selection.
Aside from staff deciding, we did do a shirt contest once recently and
have kept the 3 best performing designs of the 6 tried:

Perhaps the LNC could set up a committee to take design suggestions,
pick the best, and have them tried on LPStore.org.
Stocking and managing new items is a significant investment in time and
money.
Right now, I'd rather we focus on getting more phoners for this project
to win elections: https://www.lp.org/phonebank/
Then, after election day, more merchandise can be considered.
