[Lnc-business] Agenda time requests

If he's amenable, I'd like to set aside 15 minutes for Dr. Lark to 
highlight big picture goals from the documents he circulated. He's 
obviously thought a lot about it from his many terms on the LNC and it 
might prime us well for our other discussions.

I'm guessing budget update/deficit-closing action items will already be 
on the agenda, but I'd like to add it if it's not.
