[Lnc-business] Youth Engagement Meeting

Thanks Richard, that is helpful as to Matt Long's intent when writing 
the initial committee motion.

If we do need to amend to have consistency with what the LNC decided on 
day one of the last meeting, and what transpired on day two, we can do 
it.
