[Lnc-business] Approved 2006 Convention Minutes

I presume that to remove the "draft" marking from the 2006 convention
minutes, the most practical approach was to reconstruct the first page and
then append it to the front pages 2-70 in the original document.
I did notice that the new page 1 no longer permits text searches or
copy/paste functions. Could that function be restored so that it's
available for the entire document, rather than just pages 2-70?
