[Lnc-business] Final 9/29-9/30/18 LNC Minutes

It seems that the OCR treatment didn't get applied to several sections of
the appendices in this final version, leaving the reader without the
ability to copy/paste or text-search them.  I first noticed it in the
Secretary's Report which lists the email ballots, but it's an issue with
many other appendices as well.
