This has nothing do to with high school kids.  The pictures are from a
medical school yearbook, and Gov. Ralph Northam was an adult.  In his
own words:

"Earlier today, a website published a photograph of me from my 1984
medical school yearbook in a costume that is clearly racist and
offensive."
