[Lnc-business] BALLOT 190203-1 Immigration Resolution

CAH:  "With a final vote tally of 10-3-1 the motion *PASSED.*"

Recall my recent email pointing out that those who say nothing in response
to a roll call vote have abstained just as much as a person who responds
and says, "I abstain".  In other words, there were 4 abstentions, rather
than only one.
