I will also co-sponsor.
It is my experience that an express abstention is the member's choice to
not vote for either of the choices...it indicates they made a choice to not
choose, but it counts in the total present to vote. All this time, I have
operated under this, and when I want to leave room for my alternate to
vote, I stay silent on the ballot, allowing my alternate to cast a vote in
my stead. If I want to be sure an abstention is recorded for my region, I
expressly abstain - filling up the space where a vote goes. If the
procedural understanding changes now, I would question previous results
where abstentions were expressed.
