1. a no vote upholds the ruling of the chair, and a yes vote is to overturn it?

Correct.

2.  Will the result of this apply to future situations, or will it
just apply to this particular event?

The appeal is only for this ruling of the Chair regarding the recent
email ballot. Chair's rulings are not binding in the future, but they
can be a good argument for why future rulings should be consistent.

P.S. Regardless of how this vote goes, I would like the policy manual
language to become clearer in the future to avoid the need for rulings
in the future.
