[Lnc-business] RONR question on ExComm

In RONR 485:27-28, it is stated that there can only be an executive
committee if the Bylaws so provide. Our Bylaws do not make explicit
mention of authority for an Executive Committee. I see from the footnote in
the Policy Manual speaking of the ExComm that the claimed authority is
Article 7.1 of the Bylaws which is a general authority to delegate the
powers of the LNC. Is that sufficient? Usually, when RONR says something
needs to be in the Bylaws, it means specifically and not in a catch-all.
