[Lnc-business] previous notice of motion from COC

I'm concerned that this motion will impact ballot access next year. Much 
of the spending for ballot access occurs during the beginning and middle 
of the even-numbered years. A graph of Ballot Access expenditures for 
each month of the last three even-numbered years is attached. As can be 
seen in the graph, 98% to 100% of ballot access expenses occur before 
the end of August. In the past, the LNC has essentially borrowed from 
the convention package and ticket sales to subsidize part of ballot 
access, and used donations later in the year to pay part of the 
convention bill. Without a large cash reserve, this motion will limit 
the amount that would be available to be spent on ballot access in 2020.
