[Lnc-business] Point of Inquiry - Article 7.6

I think the question someone posed earlier is whether that changed with 
the recent policy manual
change concerning the treatment of Alternates for Committee membership 
purposes.  Alternates have
not been subject to attendance rules prior to this but has that changed?
