[Lnc-business] Secretary's Report

The following comments relate to version 2 of the secretary's report for
the March 9-10 meeting.


PAGE 7, APPENDIX A, MSC ELECTION

-  says the voting method was Scottish “RCV” instead of “STV”

-  At the top it says there were 12 votes, but the OpaVote results sent to
us had 13 votes.  This table is missing John Phillips’ ballot.  By the time
you include the Hagan and Goldstein votes as well as the missing Phillips
vote, there were 15 votes cast, but only 13 were tallied in OpaVote.

-  My #8 ranking was Johnny Walker, but this appendix reports it as
Kristopher Thomas

-  Mr. Nekhaila's #10 ranking was James Olivi, but this appendix reports it
as Francisco Olvera

-  It looks like Mr. Nekhaila’s ballot was entered in both his and Mr.
Sarwark’s columns, and Mr. Sarwark's actual votes are not reflected in this
table.

-  The “s” is missing from the end of Mr. Phillips’ name in the column
header.


PAGE 8, APPENDIX B, CVPC ELECTION

-  At the top it says the voting method was Scottish STV, but it mistakenly
includes the limiting statement “pick up to nine”, which was not actually a
limitation on our votes, though the Secretary’s instructions said that it
was.  Several of us did not stop ranking at 9.  I suspect this comment is
also in the table in Appendix A but the entire contents of the cell are not
displayed.

-  At the top it says there were 14 votes, but this table only contains 13
votes.  Steve Nekhaila’s votes, like Hagan and Goldstein, were not posted
to the email list but the data was in OpaVote.  After you add those details
in, there were 16 votes cast but only 14 were tallied in OpaVote

-  This table says I ranked Michael Nelson #20, but I actually ranked him
as #10.

-  This table shows that Mr. Smith’s ballot ranked two candidates (Lazerow
and Robinson) both as #9.  Robinson should be #8, and Lazerow should be #9.


APPLIES TO BOTH APPENDICES A AND B

-  RONR p. 427, in preferential voting, “The tellers' report consists of a
table listing all candidates or propositions, with the number of ballots
that were in each pile after each successive distribution.”  These
appendices only show the final listing of people declared elected, but not
the vote allocations for each round in the process.

-  There is no reference from the email ballot listings above to this
appendix for the reader to even know it exists.  You're just counting on
them continuing to scroll down beyond the listing of email ballots.

-  It is not clear to the reader whether the votes were cast by the
regional rep or by their alternate.  I have figured out that you use
underline notation to indicate which of the two cast that vote, but a
future reader will have no idea.  I suggest only listing the name of the
person who cast the vote, and not list the names of the alternates in the
column headers.

-  These tables show the votes that Lark and Smith posted to the list but
that did not appear in OpaVote, but there is no mention that the OpaVote
results do not actually include their ballots in the tally.  If a future
reader is attempting to duplicate the OpaVote tally, they'll have trouble.


APPENDIX C

This has 2 separate emails from me about Scottish STV merged as though they
were a single message.  At the end of the first message I wrote, “More
specifics later…”  and then later posted a second message.  Merging them
into a single narrative makes me seem confused because parts of the second
message had realizations contradictory to the first message, and that makes
more sense if they were, in fact, separate messages.
