[Lnc-business] Finished my first level parliamentarian course

I had signed up for the online course through the University of Wisconsin
and just passed my final which counts as equivalent to the National
Association of Parliamentarians entrance exam for joining, which I will be
doing.  It was quite enjoyable and I hope to pursue this further.
