[Lnc-business] LNC v. FEC - decision and next steps

The Legal Offense Fund has $0. It was used up in April 2018.
We budgeted $4500 this year for the FEC lawsuit in the Litigation budget
line. The Litigation budget line also has $4000 for costs of the
Kentucky Educational Television lawsuit the LNC lost and $10,000 for
Ballot Access legal expenses.
With a petition for certiorari costing $5k to $10k, the Litigation
budget line will need to be increased to file it, unless if we expect to
spend less on ballot access legal expenses.
