[Lnc-business] Motion to censure Benjamin Leder

There was a successful motion to censure Moore out of Nevada last term.
The authority comes from RONR not the Bylaws.  We can literally make a
resolution to condemn any person or statement - it an expression of
disapproval that doesn't require membership (though I am fairly certain Mr.
Leder is a national member).
