[Lnc-business] Resolution condemning the Bipartisan Budget Act of 2019

Maybe we just propose a motion to direct staff they should regularly issue press releases condemning legislation- either specific bills or just the very act of legislation itself. We condemn legislation, the verb, and all particular pieces of legislation that don't exclusively abolish or repeal other pieces of legislation. Harumph.
